Introduction. Corruption is one of the crucial problems in today’s economy. Combatting corruption as a social and economic phenomenon in society presupposes a deep knowledge of the theoretical foundations of this phenomenon. Methods. The methodological framework of the study includes an analysis of scientific publications devoted to the anthropological nature and socio-economic conditions of the origin and development of corruption. The theoretical aspects research of classification of corruption was based on abstracting from minor factors. Practical aspects of the study resulted from actual corrupt cases analysis. Results. The formulation of a strategy to combat corruption crimes should be based on an in-depth study of the corrupt phenomena theoretical basis. Based on the research of theoretical and practical aspects of corruption as a socio-economic phenomenon, a corrupt actions classification according to the criterion of vector orientation of the corrupted and corrupting persons’ actions relative to the state interests vector was developed. The directions of corruption combatting, based on the use of the proposed method of corrupt actions classification are proposed. The corrupt crimes study from the public importance point of view made it possible to suggest that the most important factor in combating corruption is not punishment as it is, but the necessity and inevitability of the caused damage reparation. Damage caused to the State by illegal actions (inaction) of officials should be compensated completely. The importance of establishing a balance between the level of rights of officials to take managerial decisions and economic responsibility for their consequences in order to form anti-corruption conditions for state functioning is justified. The responsibility of an official for his decisions is considered to be a cornerstone of good governance and the rule of law observance. The punishment and responsibility for the crime must be relevant to the damage to society.
