Abstract (English):
Introduction. Ensuring the preservation of objects of cultural and historical heritage of the peoples of Russia is important for the preservation of national heritage. The commission of theft of items of special value causes a wide public outcry every time. To organize activities for the prevention of such crimes, a clear understanding of the areas of work in this area is required, as well as the unification of existing terminology used in this area. Research methods. The general scientific dialectical method of cognition of the surrounding reality was used in the work. In addition, the method of description was used; the method of logical comprehension; abstraction and generalization, designed to systematize the facts we have established and interpret them. Results. Ensuring the protection of items of special value is carried out in such ways as the protection of cultural and historical heritage; identification, prevention, suppression and disclosure of crimes related to the theft of such items; crime prevention in this area. The fight against the theft of cultural property implies the participation of all departments of the internal affairs bodies, taking into account their functional responsibilities. The key positions in this area are assigned to the criminal investigation units, since they have the responsibility to identify the crimes committed. These units control the certification of objects of storage of cultural values; the activities of collectors involved in the turnover and storage of objects of cultural and historical heritage of the peoples of Russia; the activities of professional artists and amateurs engaged in copying particularly valuable works of art in the expositions of museums and art galleries, since the originals can be replaced by well-executed copies. The identification, prevention, suppression and disclosure of theft of items of special value requires operational staff to strengthen existing operational positions, and at the same time their constant training in methods of countering these crimes.
