STATE MONITORING, ACCOUNTING AND CADASTRE OF WILDLIFE OBJECTS: PROBLEMS OF IMPLEMENTATION

Abstract (English):
Introduction. Information support of the sphere of use and protection of wildlife objects belongs to the number of theoretical and legal problems, little studied in the Russian legal science. The diversity of scientists' points of view on the issue of sources of information function indicates the absence in the doctrine of environmental law of a unified approach to the main theoretical and practical issues of cadastral accounting function of environmental management. Research Methods. In the article the methodological basis is represented by a set of philosophical, general scientific and particular scientific (analysis, synthesis, concrete-historical, logical method, etc.) methods of cognition. Results. The main results of the study are the development of the methodology of accounting of animal species not referred to the objects of hunting and fishing, taking into account their specificity and role in ensuring the balance in nature It is proposed to improve the methodology of accounting of wildlife objects on the basis of geographical information system; to improve the system of accounting of the number of wildlife species in the assigned hunting grounds. The author in the article analyzes the peculiarities of the state monitoring, accounting and cadastre of fauna objects, determines the problems of legal regulation and at the same time offers their solutions. In order to improve the efficiency of the implementation of the information function, it is proposed to use the positive experience of the CIS countries.
